Failed runs and runs cancelled before they start are not charged; a run cancelled after it starts pays its recorded spend. Unknown spend on a completed run or a run cancelled after it starts charges the greater of recorded spend and the run reservation share, capped by the remaining reservation. One credit is 1000000 micros. Use the summary for rates from the latest completed project test, with public results as fallback. Takes no query parameters. Cannot start a test.
