Claim a content change
Claims return without waiting for comparison catch-up; the change list exposes measurementUpdating while it runs. Creates a completed measured action, or restores the same archived action and measurement on re-claim. Repeated calls return the original IDs and do not overwrite action copy. Returns 409 if the page has another measurement completed within 14 days of this change; the change list exposes it as existingMeasurementId.
